A TWIC (Transportation Worker Identification Credential) is issued by the Transportation Security Administration (TSA) and required for unescorted access to secure areas of maritime facilities regulated under the Maritime Transportation Security Act (MTSA). In San Diego, that includes commercial piers, naval facilities, and USCG-regulated port areas.
Who needs a TWIC
Any mariner who regularly accesses MTSA-regulated ports or facilities must hold a current TWIC. For commercial vessel crew, this includes captains and mates operating vessels that enter MTSA-regulated terminals. It is also required by the USCG NMC as a prerequisite for most new license applications, renewals, and upgrades — the NMC will not issue a Merchant Mariner Credential (MMC) without a valid TWIC on file.
Who does not technically need one
Unlicensed crew (deckhands) on charter vessels that do not enter MTSA-regulated facilities are not federally required to hold a TWIC. However, many employers and vessels ask for one because it functions as a secondary identity verification and background check. If you are applying for crew work at a marina that includes or connects to any regulated commercial facility, ask whether a TWIC is expected.
How to apply
Apply online at twicprogram.tsa.dhs.gov and then complete enrollment in person at a TWIC enrollment center. The nearest center to San Diego is typically at the Port of San Diego or a TSA-approved enrollment location. As of mid-2026 the application fee is $125.25 for a five-year card (verify current fee on the TSA site). Processing takes approximately two to four weeks.
Background check
TSA conducts a criminal history records check (CHRC) and a terrorism screening check. Certain criminal convictions are disqualifying. The TSA publishes the disqualifying and interim disqualifying offenses at tsa.dhs.gov; review it before applying if you have any concerns. Waivers are available for some interim disqualifiers.
